Operation Majestic-12 was established by special classified presidential order on September 24, 1947 at the recommendation of Secretary of Defense James Forrestal and Dr. Vannevar Bush, Chairman of the Joint Research and Development Board. The special unit was formed in 1942 in response to two crashes in the Los Angeles area in late February 1942.
